If you go into 'Account settings' (second from right in top menu) and then select the 'Change themes' tab, there is an option to create a theme. Just give your custom theme a name and press the button. You will then be able to directly edit the css and html theme templates. This will effect how you see the entire network section of the site, and also how others see your profile page.
If you just want to change background and text colours, I'd suggest only editing the css. The main css elements to edit would be body, div#single-page, div#splitpane-content and div#splitpane-sidebar.

I have now asked about custom profile backgrounds on the elgg community forums. Hopefully there is some feature or plugin that will make this possible. I know for sure that MySpace layouts will not work, as they are designed to override myspace stylesheets which are completely different from elgg stylesheets.

Hi WildSpirit. Thank you for your query, but I can not currently find a way to customise profile backgrounds in this elgg software. There might be some info available on the elgg website (link in bottom left of page), but I suspect that such functionality is not yet implemented. That doesn't mean that there isn't some unofficial hack mind you.
Of course, there maybe some setting I can alter somewhere that I can change my end. Or some hack I can make to allow it. Its a good idea for a feature I agree, but one that can potentially break w3c standards compliance if not implemented correctly.
